  Description: DataManagementService The Data Management Service is the mechanism used to control access to meta data. Used only by providers, this service restricts or permits users of the Echo system to take action upon metadata. Actions currently include viewing, browsing, and ordering meta data. This may be extended in the future. The building blocks behind this service are called Conditions. Conditions are used to specify characteristics of meta data. Here are some examples of conditions: 30 days old, the month of september, qaFlag2 value 3. Conditions become powerful when they are combined with a Comparator, Action, and Data Holding. If a rule is a restriction, it applies to the entire Echo populace. If a rule is a permission, it applies only to members of the group specified. In addition to the restrictions and permissions, a collection can be set to be restricted from viewing, browsing, and ordering by all users except the ones acting on behalf of the provider who owns the collection by si
